The first phase of what is now projected to become a billion-dollar mixed-use district in Chesterfield County was unlocked by a single corporate decision: Timmons Group, a local engineering firm, chose to relocate its headquarters from Boulders Office Park to Springline.
Timmons’ commitment filled the anchor tenant role, triggered construction of the publicly funded parking deck and generated the residential demand that brought the first phase of apartments online. A development that had stalled in the face of rising interest rates and constrained capital found its footing through one strategic pivot.

Phase I arrived fully leased, brought more than 700 daytime employees to the corridor and established what the development team describes as a “16-hour neighborhood” — a district with enough residential density, employment and retail activation to sustain consistent foot traffic well beyond a standard office day. The project includes Celebration Park, a public gathering space focused on arts and fitness, and transformed a previously paved brownfield retail site into a walkable district with more than two acres of green space. A 126-kilowatt on-site solar system generates 156,000 kilowatt-hours annually, offsetting 122 tons of carbon dioxide and enabling net-zero energy use.
