The 63-acre site at 30 Aberdeen Road in Hampton carries more history than most industrial parks. For nearly a century it was home to the Virginia School for the Deaf, Blind and Multi-Disabled at Hampton, a
state institution that closed in 2008 and sat largely dormant for years afterward. After the site was rezoned for light manufacturing in 2022, Kansas City, Missouri-based NorthPoint Development acquired it and broke ground in November 2023, delivering a completed two-building, 840,000-square-foot industrial campus roughly 14 months later in January 2025.

The project was executed as a design-build by Kadean Construction in partnership with NorthPoint Development’s in-house team. At approximately 540,470 square feet, Phenix Commerce Center’s Building 1 is a cross-dock distribution hub; Building 2, at approximately 299,783 square feet, serves as a dedicated distribution facility. Both buildings feature 7-inch concrete tilt-up wall construction,
87 dock positions with shelters and mechanical levelers, and ESFR fire protection systems. A 5,666-square-foot office fit-out within the complex is designated as a workforce training center — a deliberate addition reflecting the city’s interest in connecting the new facility to Hampton’s local labor market.

The site’s strategic value is rooted in its location, offering quick access to Interstates 64 and 664, and within close proximity to the Port of Virginia. The campus is well situated to capture continued growth in regional logistics demand, particularly as the Hampton Roads Bridge-Tunnel Expansion increases corridor capacity.

In May 2025, Phenix Commerce Center announced its first tenant: Cirro Global, an international e-commerce fulfillment and logistics provider that leased 149,685 square feet in Building 2 in a transaction Colliers described as the largest warehouse lease in Hampton Roads for a newly constructed Class A facility in more than a year.
