In February, the Port of Virginia concluded its $450 million dredging project, which began in 2019, and it is now the U.S. East Coast’s deepest port at 55 feet, as well as the widest, able to safely handle two-way traffic of ultra-large container vessels. Also in February, the port brought a fourth ULCV berth into operation at the Norfolk International Terminals, and a fifth one is expected to be ready in 2027. At NIT’s North Berth, a $650 million renovation and reconfiguration project is now past the halfway mark and is set to be complete in mid-2027. In May 2025, the port partnered with Norfolk Southern to launch its RailGreen program, completing a rail corridor between Norfolk Harbor and the Virginia Inland Port in Front Royal that aims to reduce greenhouse gas emissions. Meanwhile, Stephen Edwards, the Virginia Port Authority’s executive director, stepped down after five years at the end of 2025, and Sarah J. McCoy, the port’s chief operating officer, became the authority’s interim head.
