McDonald previously served as a member of former Virginia Gov. Terry McAuliffe‘s administration, counseling the governor’s office, the secretary of commerce and trade and the then-Department of Mines, Minerals and Energy, along with other government entities and officials as the special advisor for energy policy. He also served as director of government relations for the Virginia Association of Counties most recently.

McDonald earned his law degree from Washington & Lee University School of Law and earned his bachelor’s degree from Vanderbilt University.

With an all-time high number of Virginians hospitalized for COVID-19 on Friday, Gov. Ralph Northam issued a 30-day executive order Monday to expand the number of available hospital beds, increase staffing capacity at hospitals and nursing homes, and allow public health agencies greater flexibility.
“It is painful to see the number of COVID cases rising,” Northam said at what he promised to be his final COVID press conference before leaving office Saturday, after conducting more than 70 updates over the past two years.
Although the fast-moving omicron variant of COVID is widely viewed as a less-lethal variety, the vast majority of Virginians hospitalized with the coronavirus are not vaccinated, Northam said, citing current numbers from Ballad Health that 91% of current COVID patients in its hospitals and 97% of those on ventilators have not received shots. There are more positive cases among people who are vaccinated, but in general, their cases are not severe enough to require hospitalization. Northam urged anyone who can to get vaccinated.
Last week, the Virginia College of Emergency Physicians urged Northam to declare an emergency to open more testing sites run by the Virginia Department of Health; the governor said nine sites that will be adjacent to vaccination centers will offer PCR tests, and he said a federal plan to provide free rapid tests will help satisfy current demand.
“This virus has shown that it can mutate efficiently, but humans have shown we can fight back. We’re going to have to live with this disease,” Northam said. “Everyone who can needs to be vaccinated.” He said that the decision to declare a state of emergency was made over the weekend following Friday’s single-day high of 3,329 hospitalizations reported by the Virginia Hospital and Healthcare Association. In conversations with health systems around the state, the governor said that hospital administrators said they needed a loosening of state statutes regarding medical practice, allowing more people to be able to work in hospitals in Virginia. Many hospitals around the country are suffering from staff shortages, in part due to COVID and career burnout.
The emergency order directs the state health commissioner to waive normal bed licensing requirements, allows hospitals to increase their licensed bed capacity and mandates increased coordination between hospitals and local medical services agencies.
The order also directs actions intended to boost staff in hospitals and nursing homes. It allows providers with an active out-of-state license to practice in Virginia, authorizes physician assistants with two or more years of clinical experience to practice without a written supervisory agreement, increases provider-to-patient ratios and provides certain liability protections to health care workers acting in good faith.
Additionally, the order makes the transfer of patients to state-operated psychiatric hospitals more flexible.
Cynthia V. Bailey, counsel to the governor, noted that people with out-of-state medical licenses will be able to work in Virginia, for instance, under the state of emergency. Northam said that he has spoken to Gov.-elect Glenn Youngkin, who takes office at noon Saturday. A Republican, Youngkin has said that he and Attorney General-elect Jason Miyares will challenge President Joe Biden’s COVID vaccination mandates on employers, but Youngkin has also promoted vaccination and getting booster shots six months after the first two doses.
Youngkin, Northam said Monday, “has communicated too with the hospitals. We want this [transition] process to be consistent and be on the same sheet of music.”
Chief Operating Officer Timothy Faulkner has been promoted as the company’s next president and CEO, after more than 20 years with the Virginia Beach-based company, and Breeden, who founded the company in 1961, will remain chairman of the board, maintaining an active presence at the company. Faulkner was promoted to president of property management at the same time he was promoted to COO, in 2011. The COO position left vacant by Faulkner will not be filled, however, a new president of property management will be named shortly. Breeden’s son, C. Torrey Breeden, who has worked alongside him for 20 years, will continue as The Breeden Co.’s executive vice president, focusing on land acquisition and development.
“Having created this company and serving nearly six decades in the top executive leadership role, I feel this is the right time for a leadership change,” Breeden said in a statement. “I am proud of The Breeden Co.’s executive team and the businesses we are building.”
Faulkner
The Breeden Co. has “experienced consistent growth over the last 10 years, in part due to [Faulkner’s] expertise,” the company wrote in a news release. Before joining The Breeden Co., Faulkner served as president and COO of Lawton Lumber Co. Prior to that, he was vice president of operations for American Coating Technologies LLC and served as a process engineer and production manager for Procter & Gamble.

Breeden, Jr. and Torrey for the confidence they have placed in me to lead this strong organization,” Faulkner said in a statement. “I welcome working with the executive leadership team and benefiting from everyone’s experience as we continue to grow the company.”
Faulkner earned his bachelor’s degree in operations research and systems analysis with a minor in civil engineering from the United States Military Academy at West Point and spent four years in the U.S. Army as a platoon leader, assistant operations officer and battalion personnel officer in the 82nd Airborne Division at Fort Bragg, North Carolina.
In the decades since it was founded, The Breeden Co. has owned, managed or developed more than 15,000 apartments, 1,700 single-family homes and more than 2 million square feet of retail and office space. In 2021, The Breeden Co. broke ground on the $66 million luxury Pinnacle Apartments in Virginia Beach.
In 2010, Breeden Realty, Breeden Property Management and Breeden Construction had newly-appointed presidents, after Ramon Breeden stepped back from his role as president across all divisions. Then in 2011, The Breeden Co. launched two new divisions providing third-party construction services and third-party property management services.
Breeden started the company from the trunk of his Pontiac convertible and the back room of a grocery store and grew it from 20 employees to more than 425 today. Within the company’s first 15 years, Breeden was listed among the top 500 builders in the nation. In 2020, the company did more than $350 million in business. In 2021, the company announced a $2.4 million, 6,500-square-foot expansion of its Virginia Beach headquarters.
An 8,540-square-foot mixed-use building in Lynchburg sold for $1.3 million. Built in 2018, the property, located at 1285 Enterprise Drive, includes three two-bedroom, two-bathroom apartments and two first-floor commercial suites, both under long-term leases. The shopping center, first developed in 1961, has 110,029 square feet, which includes 15,046 square feet of mini storage units and 94,983 square feet of retail space, including Bubba’s Shrimp Shack, Moody’s Event Center and others. The center is about six miles north of the George P. Coleman Memorial Bridge.
Janet Moore, with Berkshire Hathaway Home Services, who represented the seller, said the center was home to long-term local businesses and the owner was passionate about promoting aspiring entrepreneurs.
At the time of the purchase, the shopping center was 96% leased and days later, 99% was leased, with one vacancy remaining.

A six-building portfolio, comprising 212,000 square feet of warehouse and flex space in Manassas, has been sold by Bethesda, Maryland-based Finmarc Management to The Davis Companies and David Holdings JV for $45.58 million, Finmarc Management Inc. announced Jan. 5.
The buildings are located at 7345, 7663 and 7795 Coppermine Drive and 7201, 7301 and 7401 Gateway Court. Some of the tenants include AIM-Port LLC, Capital Lighting & Supply LLC, Cedar F&B, Eaton Corp., DH Cos. LLC, Lennox Industries Inc. and Notal Vision Inc.

Richmond-based Breeden Construction has hired Corbin Matacunas as the company’s marketing manager, Breeden announced Friday.
Matacunas will be responsible for conceiving and executing marketing strategies and tactics that drive growth, in addition to working on brand development and messaging.
“Corbin is results-oriented and highly collaborative, which makes him a strong cultural fit,” Brian Revere, president of Breeden Construction, said in a statement. “We’re looking forward to leveraging his talents to continue raising awareness with developers and parties in need of general contracting as well as communicating Breeden Construction’s capabilities and services, to create interest and drive demand.”
Matacunas holds a bachelor’s degree in communications from James Madison University.
In 2021, Breeden expanded its construction office in Virginia Beach and now has its corporate headquarters in Richmond.
Mill Valley, California-based Vacatia Inc. has acquired Virginia Beach-based hospitality and vacation ownership company VSAResorts, the timeshare owner and property management services provider announced Jan. 3.
Financial details of the transaction were not disclosed.
VSA owns three Virginia Beach properties: Ocean Key Resort, Atrium Resort and Ocean Sands Resort. The company also manages wholly-owned condominium associations in the area. It has nearly 100 employees and an owner base of more than 18,000.
“In considering this sale, we were impressed by Vacatia’s new ideas for independent timeshare resorts, customer-centric perspective and highly capable management team,” VSA President Lori Overholt said in a statement.
With the addition of VSA’s resorts and association management business, Vacatia now manages 21 timeshare and 42 whole-ownership associations for a total of 4,750 units and 50,000 owners. It provides property management services in eight states.
“The addition of VSA Resorts to our nationwide network reflects Vacatia’s dedication to providing owners and guests with high-quality, hassle-free vacations in the most in-demand destinations,” Vacatia co-founder and CEO Caroline Shin said in a statement.
“Shep will be an invaluable leader as secretary of transportation as we fulfill our promises to all Virginians to invest in roads, highways and transportation infrastructure in every corner of the commonwealth,” Youngkin said in a statement.
In 2017, Miller sold KITCO Fiber Optics and retired from his role as chairman.
He is a member of the Commonwealth Transportation Board, the Virginia House Ethics Advisory Panel and the board of Virginia FREE. Miller serves as vice chairman of the Norfolk board of TowneBank and is a member of the executive boards of the Greater Norfolk Corp. and the Hampton Roads Chamber of Commerce.
Miller is a member of the boards of trustees for Hampden-Sydney College, Washington College and the Virginia Foundation for Independent Colleges.
He has served as chairman or president of multiple Hampton Roads organizations: the Norfolk Economic Development Authority, the Norfolk Redevelopment and Housing Authority, the Hampton Roads Chamber of Commerce Political Action Committee, the Better Business Bureau of Greater Hampton Roads, the United Way of the Virginia Peninsula campaign, Hampton Roads Ventures LLC and the Rotary Club of Norfolk.
Miller received his bachelor’s degree from Hampden-Sydney College and an MBA from William & Mary.
