Vienna developer eyes major residential development in Chesterfield

Application calls for up to 240 units along Walmsley Boulevard

Vienna-based developer hopes to build a 240-home development in County, according to a rezoning application filed in late June.

The company wants to develop the community on 32 acres of undeveloped land at 8010 Walmsley Blvd. The property is currently zoned to allow single-family detached residential homes, but Middleburg is seeking a rezoning to alternative residential, which the county says allows “innovative and emerging concepts.” The application calls for a mix of single-family rental homes, both attached and detached.

The rezoning application was filed by Heron’s Nest Land Co., a limited liability company affiliated with homebuilder LifeStyle Home Builders through its manager, Kevin McNulty. An LLC affiliated with Middleburg Communities is identified as the contract purchaser for the property.

Heron’s Nest Land purchased the property in November 2023 for $1.5 million, according to county tax records.

Information such as the project’s estimated cost and construction timeline was not available. It was also not immediately clear whether LifeStyle will stay involved with the project in any capacity after Middleburg Communities buys the land. Middleburg Communities and LifeStyle did not immediately respond to requests for comment.

According to the application, the project’s objective is to support nearby commercial uses by adding residents who would patronize surrounding businesses, including the Cross Pointe Marketplace shopping center. The applicant also says the community would expand housing options for Chesterfield’s workforce by offering a “lock-and-leave” lifestyle in a traditional neighborhood setting.

The proposal also calls for new connectivity between Hull Street Road (Route 360) and Walmsley Boulevard through a private road.

As part of the rezoning, the owner has proffered several transportation improvements, including widening and improving the north side of Walmsley Boulevard, constructing a shared-use path along Hull Street Road and building a sidewalk along Walmsley Boulevard. Planned amenities include a clubhouse and pool.

Middleburg Communities has acquired, developed and financed more than 32,000 units. It has seven offices and more than 300 team members nationwide.
