NNS, General Dynamics subsidiary awarded $76.6B in Navy contracts

The U.S. Navy has awarded Newport News Shipbuilding and a subsidiary of Reston-based General Dynamics contracts worth a combined $76.6 billion to build 14 additional nuclear-powered submarines and invest in shipyard infrastructure.

The awards, announced Wednesday, include a nine-ship contract for Block VI Virginia-class submarines and a five-ship contract modification for Build II Columbia-class submarines. The Navy awarded the Virginia-class contract to Huntington Ingalls Industries subsidiary NNS and Connecticut-based General Dynamics Electric Boat, while the Columbia-class contract modification went to Electric Boat.

According to NNS, the shipyard will serve as the delivery yard for six of the nine Virginia-class submarines. On the Columbia program, NNS is the major shipbuilding partner, constructing and delivering six module sections for each submarine.

“We are committed to building the nuclear-powered submarines that protect our nation,” NNS President Kari Wilkinson said in a statement. “These contracts provide the American shipbuilding industrial base the opportunity to demonstrate that commitment in a meaningful way and we are honored to serve our customer and our country.”

According to the Department of Defense, 30% of the work will be performed in Groton, Connecticut, 22% in Newport News and 18% in Quonset Point, Rhode Island, with the remaining work spread across several other states. The project is expected to be completed by July 2038.

“These important contract modifications provide Electric Boat and our suppliers with the demand certainty we need to continue investing in capacity and hiring the workforce necessary to ensure we deliver these important national security assets on schedule,” General Dynamics Electric Boat President Mark Rayha said in a statement.

General Dynamics Electric Boat said $42.1 billion of the award will go toward the nine Virginia-class submarines, while $29.5 billion will go to the five additional Columbia-class submarines.

NNS and General Dynamics Electric Boat have built and delivered 26 Virginia-class submarines to date.

Democratic U.S. Sen. Tim Kaine, who is a member of the Senate Armed Services Committee and ranking member of the SASC Subcommittee on Seapower, said in a statement he was glad the Navy awarded the contracts so that the state’s shipbuilders can start building more submarines.

“These platforms are critical to maintaining our edge over our adversaries, particularly an increasingly aggressive China, and I’ll keep working to ensure that we’re able to maintain, repair and build the platforms we need to protect our national security and maintain our maritime dominance,” he said.

A subsidiary of Fortune 500 contractor HII, NNS is the state’s largest industrial employer, employing about 26,000 people. With 44,000 employees, HII is the largest industrial employer in Virginia and Mississippi. HII reported $12.48 billion in 2025 revenue, with NNS accounting for $6.5 billion.

General Dynamics Electric Boat has more than 27,000 employees. General Dynamics has more than 110,000 employees worldwide and reported $52.6 billion in 2025 revenue.
