Fairfax contractor ECS appoints new president

Scott replaces Heneghan as leader of ASGN's federal government segment

ECS, the federal government arm of -based Fortune 1000 and firm , appointed longtime government and technology executive Donnie Scott as president, effective immediately.

Scott succeeds John Heneghan, who is moving to a new executive role in ASGN’s commercial segment.

Scott was most recently CEO of Idemia Public Security North America, a private equity-backed federal contractor focused on identity, biometrics and digital security technologies.

Previously, Scott was at DXC Technology, supporting U.S. public sector and national security markets and helping generate more than $1 billion in sales for the company’s national security business. A University of Virginia alumnus, he has also held senior leadership roles at Hewlett Packard Enterprise, HP and Electronic Data Systems.

Headquartered in County, provides data, artificial intelligence, engineering and cybersecurity services. It has more than 4,000 employees worldwide.

“ECS has built a strong foundation in the federal market with trusted customer relationships and differentiated capabilities,” Scott said in a statement. “I look forward to working with the team to build on their momentum, expand offerings and capitalize on the opportunities created by a growing federal budget.”

ASGN CEO Ted Hanson thanked Heneghan for his work leading ECS for the past four years and noted that as consulting transformation officer at the parent company, Heneghan will lead ASGN’s “evolution into an AI-led technology solutions provider.”

Hanson added that Scott is “a proven growth leader with deep experience delivering technology products and services to federal customers at scale. As federal agencies expand budgets to modernize technology, strengthen mission capabilities and capture the impact and promise of AI, we remain exceptionally well-positioned to benefit from these long-term demand drivers.”

Earlier this month, ASGN reported 2025 revenue of $3.98 billion, down from nearly $4.1 billion the previous year, and in November, the company announced its plans to rebrand as in the first half of this year.

ASGN is the parent company of six brands focusing on AI and data, and infrastructure, digital engineering, customer experience, cybersecurity and enterprise platforms: Apex Systems, Creative Circle, CyberCoders, ECS, GlideFast Consulting and TopBloc.
