$55M affordable housing community to be built in Richmond

Construction is set to start in January 2022 on a new $55 million affordable housing community in Richmond, developer Dakota Partners announced this week, after having purchased a 14.4-acre parcel at 2200 Brady St. on Richmond’s South Side.

To be known as Brady Square, the community will include 264 residential units in two buildings constructed over four phases. Work on the first two phases, which will produce 132 units and a community building at a cost of $29 million, is set to start next month with a groundbreaking. Phases three and four will produce 132 more units, which will include one-, two- and three-bedroom residences targeted toward residents who earn between 30% and 60% of the area median household income.

The first two phases’ closing date was Nov. 24, and the final closing is scheduled in April 2022, according to Dakota Partners, based in Massachusetts.

“Brady Square will bring incredible value to the community, offering residents an affordable, safe, and inviting place to call home,” Dakota EVP of Acquisitions and Development Cheryl Stulpin said in a statement. “We’re excited to continue serving the commonwealth of Virginia and providing much-needed, quality housing for families that might otherwise be priced out of these neighborhoods.”

The undeveloped land was purchased from Drucker & Falk LLC, a Newport News-based commercial real estate company that focuses on multifamily management. Dakota received $700,000 from the Virginia Housing Trust Fund in July 2020 to help finance the first phase of the project, according to the state.

 

47 mixed-use parcels in Richmond sell for almost $22M

Seven bundles of properties totaling 47 parcels in Richmond sold for almost $22 million, Commonwealth Commercial Partners LLP announced last week.

The mixed-use properties are located in Richmond’s Fan District and consist of retail, office and restaurant space, as well as about 24 apartments and 267 parking spaces.

Richmond-based Eck Enterprises LLC sold the properties to Charlotte, North Carolina-based Carolina Capital Real Estate Partners. Kit Tyler, senior vice president at CCP, and Tucker “Nash” Warren, senior associate at CCP, represented the seller in the three-contract sale that closed Dec. 15.

The sale includes the following bundles:

  • 1118 W. Main St. — 0.367 acres, 7,367-square-foot office building leased to The Virginia Sexual & Domestic Violence Action Alliance
  • 1201 W. Main St. bundle — 0.862 acres, 20,052 square feet, 19 retail and office spaces including Kokonut Grill, Uptown Color, Greenbriar Cafe and Coffeehouse and Fan Guitar and Ukulele
  • 1301 W. Main St. bundle — 0.532 acres, 12,649 square feet, four apartments and seven retail/commercial spaces to include Laser Sport & Spine Rehab, Experimax, Uptown Gallery and City Dogs
  • 1306 W. Main St. bundle — 0.544 acres, 19,302 square feet, eight office/commercial spaces including VCU Rehabilitation, Research and Training Center and Knopp Nutrition LLC

The properties are part of Eck Enterprises’ uptown portfolio, which consists of more than 100 properties within a 10-block area along West Main and West Cary streets. CCP manages the listing for all properties in the portfolio.

Virginia Beach, Manassas apartment complexes sell for $77.6M

An apartment complex in Virginia Beach sold for $52.1 million, and an apartment building in Manassas for $25.5 million, Alexandria-based real estate company Bonaventure announced Monday.

Sitting on 19.83 acres, Magnolia Run is a 200-unit, 421,272-square-foot apartment complex in Virginia Beach with two- and three-bedroom units, a pool, 24-hour fitness center, playground and clubhouse. Bonaventure did not disclose the seller, and the city of Virginia Beach’s property records also did not include the information.

Messenger Place is a five-story, 94-unit apartment building in Manassas occupying 1.64 acres. It offers one- and two-bedroom units. The building has a total of 94,305 square feet, of which 3,000 are ground-floor retail. Bonaventure bought the property from its Manassas-based owner-developer, The Rector Cos.

Bonaventure financed its purchases with an $85 million Fannie Mae credit facility through Cleveland-based KeyBank, a subsidiary of KeyCorp. The firm also used the facility to refinance a previously owned property.

The Meridian Group buys 277 acres in Winchester for industrial park

Bethesda, Maryland-based real estate investment firm The Meridian Group has purchased 277 acres of land in Winchester along Insterstate 81 and has plans to develop an industrial park on it.

The purchase price of the land was not disclosed and is not yet available from public land records.

The Meridian Group acquired the property this week from multiple sellers, including JGR Three, Hockman Investments and Governor’s Hill LLC and will develop One Logistics Park in partnership with Wickshire Industrial, along Interstate 81. It’s the first time TMG has ventured into developments outside office, residential, hotel or mixed-use properties.

The first phase of One Logistics Park to be built will have nearly 1.4 million-square-foot of industrial space spread across two facilities: a 1 million-square-foot building and a 360,000-square-foot building.

Another 100,000 square feet will include fast food restaurants and retail space, The Meridian Group said in a news release.

TMG will break ground in the first quarter of 2022 and will deliver the first project in the park in the second half of 2023, said Kyle Maurer, vice president in acquisitions at TMG.

“Companies and their customers want their products delivered faster and more efficiently than ever before. This has created incredible demand for larger warehouses that keep supply chains running as smoothly as possible,” Maurer said in a statement. “That’s why we’re diversifying our portfolio and starting with One Logistics Park, developing this property to offer world-class industrial space in an ideal location for logistics.” 

 

Chesterfield’s Meadowbrook Plaza sells for $16M

Chesterfield’s Meadowbrook Plaza shopping center on Hopkins Road has been sold for $16 million, Colliers International announced Thursday.

The 16.77-acre strip mall was sold by Premier RE FUND V LLC to UG Necessity Retail Fund 2 LP, also known as Unite Growth. The shopping center has 45,129 square feet and recently underwent a renovation. Some of its anchors include Walmart Inc., Gold’s Gym and a Virginia ABC store.

Peter Vick, Harrison Hall and Maddy Spear, of Colliers International, represented the seller.

CoStar Group to open $460M campus in Richmond

Washington, D.C.-based CoStar Group Inc., a commercial real estate data and analytics provider, will build a $460 million corporate campus in Richmond, creating 2,000 jobs, Gov. Ralph Northam announced Friday.

The new campus will include a 26-story, 510-foot, LEED-platinum-certified skyscraper that will be the tallest building in Virginia, rising two feet taller than the Westin Virginia Beach Town Center building.

“I am thrilled CoStar is investing yet again in Virginia,” Northam said in a statement. “Their continued success is a direct result of our attractive business climate and dynamic workforce found across the state. CoStar has been a wonderful partner for the commonwealth and I look forward to seeing what they accomplish next.”

CoStar’s riverfront campus will feature 750,000 square feet of new office and retail space and a six-story multipurpose building with conference facilities, fitness and wellness, an auditorium and mixed-use retail and restaurant spaces. Plazas and retail areas will front Tredegar Street, facing Brown’s Island.

CoStar already has a significant Richmond presence, with more than 1,000 employees at the former WestRock building at 501 S. 5th St., but the expansion will give CoStar 1 million square feet of downtown Richmond space.

The new campus will include sales, marketing, software development, customer service and support functions on four acres adjacent to its current facility, where its headquarters for research and data analytics is located.

In January, the company purchased the 137,000-square-foot former WestRock office building in Richmond for $130 million and in March it subleased an additional 51,000 square feet of office space.

CoStar acquired Homes.com, a division of Norfolk-based Dominion Enterprises, in April for $156 million. The firm has more than 4,800 employees worldwide and manages a portfolio of online services that provide information on the hospitality, rental properties and commercial real estate sectors. CoStar also runs Apartments.com and Loopnet. Its headquarters are in Washington, D.C., and it has offices throughout the country and in Europe, Canada and Asia.

The Virginia Economic Development Partnership worked with Richmond, the Greater Richmond Partnership and the General Assembly’s Major Employment and Investment Project Approval Commission to secure the project. It will leverage public infrastructure upgrades around the new campus to be funded by the commonwealth through an investment approved by the Major Employment and Investment Project Approval Commission of up to $15 million, with the General Assembly’s approval. The upgrades will address commuter and pedestrian access and roadway and traffic improvements.
The planned campus will be on the James River and the company says it will incorporate on-site energy generation, energy-efficient building systems and enclosures and a reduced carbon footprint. It will have 50,000 square feet of “occupiable green roof terraces, retail and a variety of restaurants and dining options” and will incorporate more than 2.65 acres of outdoor green space.
“Richmond has become a technology hub with a diverse tech workforce, and CoStar Group’s continued expansion demonstrates how a region’s infrastructure and talent powers the growth and success of businesses,” said Secretary of Commerce and Trade Brian Ball in a statement. “We thank the company for creating 2,000 high-quality jobs and look forward to continuing our long-term partnership with CoStar.”

Virginia competed with other states in the mid-Atlantic and the Southeast for the project.

“Since locating its research headquarters in Richmond five years ago, CoStar has found the right type of experienced, diverse IT talent the companies of tomorrow are looking for,” said Jennifer Wakefield, president and CEO of the Greater Richmond Partnership, in a statement. “We’re thrilled CoStar is continuing to invest in Greater Richmond.”

Northam proposes $150M for site readiness

When Mazda Toyota was looking to build a plant that would have brought 4,000 jobs and 1.6 billion in investment, Virginia was ruled out. Why? Because Virginia didn’t have a competitive project-ready site available. Huntsville, Alabama, landed the deal instead. 

Since 2016, Virginia has lost out on 42,000 direct jobs and over $75 billion in capital investment, due to the lack of ready sites or available buildings, said Jason El Koubi, executive vice president at the Virginia Economic Development Partnership. “That’s the total impact of projects that considered Virginia and that eliminated Virginia from consideration because we did not have a project-ready site that was sufficient to secure the project,” said El Koubi, who will take over as VEDP’s interim president and CEO on Jan. 1, following the departure of VEDP President and CEO Stephen Moret. “The cost of not investing in site development has become very clear and very alarming.”

In an effort to solve this problem, Gov. Ralph Northam announced Thursday that his 2022-23 proposed budget to the General Assembly will include a proposal for $150 million to fund VEDP’s existing Virginia Business Ready Sites Program, which has a goal of identifying, assessing and improving the readiness of potential industrial sites containing at least 100 acres of contiguous, developable acres. 

“These historic investments will be felt in every corner of the commonwealth and represent an investment in our collective economic future,” Northam said in a statement. “Companies want to invest here, and we can make it easier for them by preparing these industrial sites for their use. We have an opportunity to improve Virginia’s economy and create jobs for thousands of people — so we must take full advantage of it.”

Of the proposed $150 million state investment, $100 million would be dedicated to develop project-ready industrial megasites (250+ acre sites) that could accommodate the needs and short timelines of businesses considering making major investments in Virginia. The remaining $50 million would be used to develop midsize industrial sites (100+ acre sites) across the state.

“The lack of project-ready sites is one of the most common reasons that Virginia loses manufacturing and supply chain projects today,” El Koubi said. 

Virginia often competes with states such as Georgia, North Carolina, South Carolina, Tennessee, Ohio, Alabama, Kentucky and Michigan for large manufacturing and supply chain projects. One of these, El Koubi says, was a Toyota battery plant that would have brought 1,000 jobs and more than $1 billion in capital investment. It wound up locating in North Carolina.

It’s hard to compare states because of their different sizes and physical characteristics, but El Koubi says the main thing the proposed $150 million investment will do is make sure Virginia has an inventory of project-ready sites that are competitive for all types of projects, positioning Virginia to secure roughly 20,000 new direct jobs across the commonwealth, as well as billions of dollars in capital investment. It would allow VEDP to partner with localities to prepare a handful of megasites and 10 to 20 mid-size sites over the next several years. 

“It’s transformative in terms of unlocking a major obstacle,” El Koubi said.

Project-ready sites are low development risks — due diligence has been performed and developers ideally are able to construct projects on such sites in 12 to 18 months. “Speed is an essential competitiveness factor for communities and states that are competing for competitive projects,” El Koubi noted.

Over the past few years, Virginia’s state government has invested roughly $1 million each year on site readiness.  In 2019, VEDP used a special appropriation of $2 million to build a database of more than 460 industrial sites across the state totaling 25 acres or larger across 103 localities. That gave the state “unparalleled intelligence” and put in a position to invest strategically, El Koubi said. 

Having more sites ready for development is also something Gov.-elect Glenn Youngkin spoke about on the campaign trail this year. 

“I recommended that we include up to $200 million out of the American Rescue Plan money to be put forth to site readiness across Virginia so that companies can move here,” Youngkin told Virginia Business during a September interview.

When asked how he thought the General Assembly and Youngkin would view the proposal, El Koubi was optimistic. He’s heard economic developers, community leaders and business leaders from every corner of the state talk about the importance of site development. 

“I think people across the commonwealth recognize this as a critical obstacle and so in that respect, I am confident that this challenge is understood and there is a lot of enthusiasm about the opportunity to address it,” El Koubi said. “Virginia has a very attractive business climate overall, we have a lot of strengths, including a strong workforce, strong workforce solutions, robust transportation infrastructure, great quality of life that would otherwise make the commonwealth a very very attractive location for these transformative projects. But the lack of project-ready sites, particularly project-ready mega sites, is a critical obstacle that we need to address.”

Winchester industrial property sells for $12.2M

A 244,500-square-foot industrial property in Winchester sold for $12.2 million, Marcus & Milichap announced Wednesday.

The property is located at 310 Tyson Drive and was sold by Harrisonburg-based InterChange Group Inc. to Washington, D.C.-based Ritz Banc Group.

Christopher C. Dale, Robert Filley and Randall Heilig, with Marcus & Milichap’s Washington, D.C., office, worked for the seller.

 

Amazon provides $21M to create real estate developers of color program

Amazon.com Inc. announced Wednesday a $21 million grant to create a professional training, mentorship and capital funding program for real estate developers of color focused on affordable housing.

“With this accelerator program, we are laser focused on lifting up emerging real estate developers of color. We want to foster their professional growth through education and training, as well as improve their access to capital, which can be elusive to developers of color,” Catherine Buell, director of the Amazon Housing Equity Fund, said in a statement.

With the Amazon Housing Equity Fund grant, Arlington-based Capital Impact Partners created the Housing Equity Accelerator Fellowship. The fellowship is a two-year, part-time professional development program for a cohort of real estate developers with practical experience in the field and a focus on affordable housing development.

“Developers of color bring enormous opportunity for inclusive ideas and creativity to community-focused real estate development, but the barrier to entry is often very high for these individuals,” Ellis Carr, president and CEO of Capital Impact Partners and CDC Small Business Finance, said in a statement. “We are excited about the support from Amazon to create this fellowship and work to bridge those gaps and foster opportunity and inclusivity for developers.”

The program will provide real estate training focused on developing affordable housing in the Washington, D.C., area, small group mentorship and access to grant capital for pre-development expenses.

To be eligible, fellows need to be Black, indigenous or people of color, full-time developers, have completed two affordable housing development projects or have two underway, have affordable residential development activities focused on the greater Washington, D.C., area and be in need of additional balance sheet capacity and access to networks and specialized training topics to grow their businesses.

Amazon created its more than $2 billion Housing Equity Fund to provide below-market loans and grants to preserve and create more than 20,000 affordable homes for individuals and families earning moderate to low incomes in hometown cities of Seattle; Nashville, Tennessee and the Washington, D.C., area.

Capital Impact Partners has disbursed more than $2.5 billion since 1982.
