As the Swedish construction corporation’s top executive in Virginia, Fulton has sole operational and financial responsibility for Skanska’s operations in the commonwealth. He also oversees Skanska’s equipment and construction engineering department for the Southeast region, from Maryland to Florida.
While Skanska once had a strong presence in Virginia, by 2020 the majority of Skanska USA Civil Southeast’s work was outside the commonwealth. A Virginia resident for more than three decades, Fulton set a goal to rebuild the company’s business here.
In recent years, Skanska has won multimillion-dollar contracts in Virginia, including the $223 million Coastal Virginia Offshore Wind staging project at Portsmouth Marine Terminal, a $152 million contract to repair berths at the Norfolk Naval Shipyard in Portsmouth and an $85 million contract to revitalize the Norfolk International Terminals’ north wharf in 2024. Skanska’s revenue in Virginia increased from $0 in 2021 to about $276 million by the end of 2024.
In 2024, following the Francis Scott Key Bridge’s collapse in Baltimore, Fulton temporarily moved to Maryland to oversee the removal of 17,000 tons of steel and 30,000 tons of concrete.
