Virginia casino revenue jumps 32% in 2025

Virginia’s casinos raked in about 32% more in adjusted gaming revenue (wagers minus winnings) in 2025 than the previous year.

Some of the gains are related to the fact that Norfolk’s temporary Interim Gaming Hall opened Nov. 7, 2025.

According to data provided by the and tabulated by Virginia Business, the state’s casinos in , and , along with two months of the temporary casino in Norfolk, brought in an AGR of about $969.1 million. In 2024, the casinos generated approximately $732.2 million.

The Virginia casino that delivered the most AGR revenue in 2025 was Caesars Virginia, with more than $393.8 million. Caesars Virginia opened Dec. 17, 2024. Prior to that, a temporary casino that opened in May 2023 operated in Danville. In 2024, the temporary and permanent casino’s earnings were about $240.1 million combined.

Caesars Virginia’s best month came in March 2025 when it made more than $35.98 million.

For 2025, earned about $316.4 million. That casino opened Jan. 23, 2023. The previous year, the casino earned about $309.5 million.

reported more than $256.3 million in AGR revenue for 2025. Hard Rock held its permanent casino’s grand opening on Nov. 14, 2024. The temporary Bristol casino opened July 8, 2022. In 2024, the permanent and temporary casinos in Bristol earned about $182.4 million in adjusted revenue.

The Interim Gaming Hall in Norfolk had about $2.6 million in AGR last year.

For 2025, taxes from Caesars Virginia AGRs totaled about $80.6 million. Hard Rock Hotel & Casino reported more than $48.9 million in total taxes, while Rivers Casino Portsmouth had about $62.8 million in total taxes. Norfolk’s temporary Interim Gaming Hall delivered $460,889 in total taxes for the two months it operated in 2025.

The city of Danville received about $25.6 million from Caesars Virginia’s AGR in 2025. Portsmouth received about $20.15 million. For the Bristol casino, more than $15.9 million went to the Regional Improvement Commission, which the General Assembly established to distribute Bristol casino tax funds throughout Southwest Virginia. Norfolk received $153,629 of the temporary casino’s AGR.

December 2025 tallies

December adjusted gaming revenues at Virginia’s three permanent casinos and Norfolk’s temporary casino totaled more than $86.5 million, according to Virginia Lottery data released Thursday.

Caesars Virginia in Danville reported the largest AGR for the month: approximately $35.97 million. Of that, about $25.2 million came from its 1,506 slots, and the remaining roughly $10.8 million came from its 94 table games.

Rivers Casino Portsmouth generated about $18.9 million from its 1,423 slots and more than $7.8 million from its 84 table games, for a total AGR of more than $26.7 million.

Last month, the Hard Rock Hotel & Casino Bristol reported about $22.67 million in AGR, with roughly $17.6 million of that coming from its 1,369 slots and about $5.1 million coming from its 73 table games.

Norfolk’s temporary Interim Gaming Hall reported AGR of about $1.15 million in December. All of that came from its roughly 132 slots, as the temporary casino doesn’t have table games. A permanent $750 million being developed by Boyd Gaming and the Pamunkey Indian Tribe is anticipated to open in 2027.

December’s total AGR for Virginia casinos is up about 4.9% from November’s AGR of $82.45 million.

For the month of December, casino revenue taxes totaled more than $19.8 million.

Under Virginia law, 6% of a casino operator’s AGR goes to its host locality until the operator passes $200 million in AGR for the year, at which point the host locality’s tax rate rises to 7%. If an operator passes $400 million in AGR in the calendar year, that rises to 8%.

For December, Danville received 7% of Caesars Virginia’s AGR, amounting to about $2.52 million. Portsmouth received 7% of the Rivers Casino Portsmouth‘s AGR, netting more than $1.87 million. For the Bristol casino, 7% of its adjusted gaming revenue — about $1.6 million last month — goes to the Regional Improvement Commission. Norfolk received $68,874  from the temporary casino.

The Problem Gambling Treatment and Support Fund receives 0.8% of total taxes —$158,758 last month. The Family and Children’s Trust Fund, which funds family violence prevention and treatment programs, receives 0.2% of the monthly total, which was about $39,689 in December. The Interim Gaming Hall will give approximately $11,479 (1% of the monthly total) to the Virginia Indigenous People’s Trust Fund; state legislation directs 1% of gaming proceeds from any tribe-operated casino be given to a fund to assist the other Virginia tribes that are federally recognized. The remaining more than $13.58 million goes to the state’s Gaming Proceeds Fund.

Construction on Virginia’s fifth casino, the Live! Casino & Hotel Virginia, is underway in Petersburg. A temporary casino is slated to open on Jan. 22.
