Dean A. Lynch has been named executive director of the Virginia Association of Counties , effective July 1.
Lynch will succeed James D. Campbell, who is retiring after 26 years leading the association.
Lynch first joined VACo in 1995 as a lobbyist. He left in late 2004 to become deputy secretary of health and human resources under Gov. Mark Warner. Lynch returned to the association in early 2006.
A native of Scott County, Lynch earned a bachelor’s degree from Appalachian State University and a master’s degree in city and public management from East Tennessee State University.
His public-sector career includes experience in juvenile corrections and many years with the Scott County Department of Social Services.
Lynch is only the sixth VACo executive director since its inception in 1934.
