Julia Ciarlo Hammond and Ryan F. O’Toole have joined the Richmond office of Cozen O’Connor Public Strategies.
Both previously were with Eckert Seamans’ Government Affairs practice where Hammond was senior manager of government affairs, and O’Toole was government relations manager.
Hammond joins Cozen O’Connor as a government relations principal. From 2011-14, she was director of legislative affairs and policy for former Gov. Bob McDonnell.
O’Toole is now a government relations professional at Cozen O’Connor. He previously was policy adviser to former Gov. Terry McAuliffe.
