In 2021, Ruddy was tapped a second time to be COO for the Virginia Port Authority’s nonprofit affiliate that operates the Port of Virginia, one of the state’s chief economic drivers.

Ruddy, who held the same job from 2011 to 2014, is responsible for operations, information technology, safety, security, capacity expansion projects and maintenance at the port system’s marine terminals in Norfolk, Portsmouth, Newport News and Richmond, as well as the Front Royal inland port. He also oversees operations and management of VIT’s Hampton Roads intermodal chassis pool.

In 2014, Ruddy assumed the role of the port’s inaugural chief innovation officer, playing a key role in establishing the port’s strategic planning, analytical and process excellence teams. From 2004 to 2008, he was a general manager for Virginia Intermodal Management, the subsidiary that manages the port’s chassis pool.

Ruddy received his bachelor’s degree from Virginia Wesleyan University and his master’s degree from the College of New Jersey. He serves on Virginia Wesleyan’s board of trustees.
