Reston-based Fortune 500 federal contractor Science Applications International Corp. (SAIC) announced Tuesday that its board of directors has appointed interim leader James Reagan as CEO, effective immediately.
Reagan, a former Leidos executive vice president and chief financial officer, has been serving as interim CEO since October 2025, following the departure of Toni Townes-Whitley. The company never gave a reason for her exit.

“Following a thorough search process, the selection of Jim Reagan as CEO was a unanimous decision by the board,” SAIC Board Chair Donna Morea said in a statement. “Over the past few months, Jim has proven to be the steady hand at the tiller SAIC needs company’s strengths and opportunities and has been working with SAIC business leaders to drive the innovation, speed, and efficiency that will enable future growth and value creation for our customers, shareholders, and employees. We look forward to continuing to work with Jim in his new capacity.”
Reagan has been part of SAIC’s board since 2023 and has two decades of senior leadership experience in the defense and government services industry and a background in business transformation. According to SAIC, during Reagan’s tenure as executive vice president and chief financial officer at Leidos, he was instrumental in accelerating the company’s growth.
Earlier in his career Reagan held chief financial officer roles at Vencore and PAE, providers of technology and engineering services for government customers. Before that, he was Aspect Communications’ chief financial officer. He also held several senior roles at MCI Telecommunications, Nextel and AMS.
“I am honored by the board’s decision and excited to continue the critical work we have begun to sharpen our focus, strengthen our execution and speed to market and win,” Reagan said. “SAIC has a very strong future ahead and I am confident the efforts underway to further differentiate SAIC will generate more sustained, profitable growth in the coming years.”
Headquartered in Reston, SAIC provides technology and engineering services to the U.S. government and military. The company has annual revenues of $7.4 billion and about 24,000 employees.
