Rosie’s Gaming Emporium opened its third location on July 1 in Richmond. Rosie’s offers historic horse-racing games on devices that resemble slot machines. Customers bet on the outcome of races that have already occurred.
The Virginia General Assembly passed legislation last year permitting the machines, a move credited with the revival of Thoroughbred racing at Colonial Downs in New Kent County.
Observers see acceptance of historic horse racing as an indicator of Virginia’s willingness to consider legalization of casino gambling. During this year’s session, the legislature commissioned a state study on the issue.
