SOUTHWEST VIRGINIA
William D. Carmack has been reappointed to the Virginia Solar Energy Development and Energy Storage Authority. He is chief financial officer at the Southwest Virginia Higher Education Center. (News release) 

Lou Fincher, dean of the Emory & Henry College School of Health Sciences, was awarded the Community Builders’ Award by Marion’s Masonic lodge. Dan Surface, a longtime Marion resident and Mason, said the Ancient Free & Accepted Masons of Virginia allows local chapters to nominate individuals for the award. He described the nominees as persons “in the community who are movers and shakers.” (SWVAToday.com) 

The following people have been appointed to the Southwest Virginia Cultural Heritage Foundation: Duane A. Miller, executive director, LENOWISCO Planning District Commission, Duffield;  Amanda L. Parris, tourism relations manager, Carroll County; Robyn Raines, center director of Southwest Virginia 4-H Educational Center; Ellen Reynolds, owner, Beagle Ridge Herb Farm, Wytheville; David E. Rotenizer, tourism development manager, Rocky Mount and Franklin County Office of Economic Development; and William J. “Bill” Smith, owner, Smith Enterprises, Wytheville.  Cathy Lowe has been reappointed to the foundation. She is Abingdon’s mayor and serves as executive director of the Virginia Highlands Small Business Incubator. (News release) 

James Baker, assistant professor of Information Systems Technology at Abingdon-based Virginia Highlands Community College, has been appointed to the newly formed Cyber Security Advisory Board. (News release) 

SOUTHERN VIRGINIA
Dr. Kenneth Giusto has joined Friedrichs Family Eye Center, which has offices in Martinsville and Chatham. Giusto previously worked at a large eye-care and surgery center in Akron, Ohio. (Martinsville Bulletin)

The Martinsville City Council appointed Andrew Hall, a deputy commonwealth’s attorney, to the Martinsville School Board. Hall will fill the unexpired term of Lawrence Mitchell, which continues through June 30 next year.  (Martinsville Bulletin)

Richard Hicks has been named assistant county administrator in Pittsylvania County. Hicks worked as the town manager of Farmville, N.C., for 22 years. (Danville Register & Bee)

Nancy Overton has joined The Lester Group in Martinsville as the director of human resources. Overton was human resources manager at FreightCar America in Roanoke for three years. (Martinsville Bulletin)

Kathy Rogers, executive director of Martinsville-based Piedmont Arts since 2010, has resigned to become director for Mental Health America of Central Carolinas in Charlotte, N.C. (Martinsville Bulletin)

SHENANDOAH VALLEY
Michael Creech has been named director of sales for the recently created data-center business at Waynesboro-based Lumos Networks Corp. He was a senior consultant at TierPoint in Charlotte, N.C.  (V irginiaBusiness.com) 

Craig H. Miller, owner of Miller Farm LLC in Harrisonburg, and Charles “Chas” A. Potter III, owner of Buffalo Creek Beef in Lexington, have been appointed to Virginia’s Beef Industry Council. (News release) 

Elkton’s mayor is likely to remain its acting town manager well into next year. Mayor Wayne Printz, who’s been filling the town manager’s post on a temporary basis since February 2016, said the town council has suspended its search for a manager. The plan is to advertise the position again early next year, with hiring a manager perhaps pushed off until the next budget year begins July 1. (The Valley Banner)

EASTERN VIRGINIA
Jennifer R. Boykin, president of Newport News Shipbuilding, has been appointed to the Virginia Growth and Opportunity Board. Bruce Smith, president of Virginia Beach-based Bruce Smith Enterprise, has been reappointed to the board. (News release) 

Michael M. Dudley, president and CEO of Optima Health and senior corporate vice president of Sentara Healthcare, will retire Dec. 31 after 21 years of leadership with the health plan. Dennis Matheis will succeed Dudley as president of Optima Health and senior corporate vice president of Sentara Healthcare. Matheis has worked with Anthem for the past 13 years, most recently as president of Anthem’s central region and exchanges and integration leader for the Anthem-Cigna merger. (Daily Press)

Norfolk Southern Corp. has named William A. Galanko executive vice president, law and administration, and John M. Scheib senior vice president, law and corporate relations. Galanko was senior vice president, law and corporate communications. Scheib was vice president, law. (VirginiaBusiness.com) 

Chesapeake-based discount retailer Dollar Tree Inc. has named a new CEO. Gary Philbin, who had been the enterprise president at Dollar Tree, was promoted to president and CEO of the company and appointed to its board of directors. Bob Sasser, 65, is now the executive chairman. Macon Brock, a co-founder of the company who had been chairman, will remain on the board and become chairman emeritus. (VirginiaBusiness.com)

NORTHERN VIRGINIA
Herndon-based Peraton has named Phillip Mazzocco as its chief security officer. Mazzocco comes to Peraton from Leidos, where he served as vice president, sector security. (VirginiaBusiness.com) 

J. Knox Singleton, the longtime CEO of Inova Health System, announced that he will retire July 1, 2018. Singleton, 69, has led the hospital system since he was 35. (VirginiaBusiness.com) 

Greg Napps has been named the new president of Novant Health UVA Health System Prince William Medical Center and of Haymarket Medical Center. Don Sedgley has been tapped to serve as vice president of integration and corporate support for the system. Napps was CEO of Novant Health UVA Health System Culpeper Medical Center. Sedgley had been president of Haymarket Medical Center since 2013 and is now serving in a system-wide role. (Inside NOVA)

Russell Seymour has been chosen to be Leesburg’s next director of economic development. Seymour will start his position Nov. 6 and work alongside the current director, Marantha Edwards, until she retires on Jan. 5. Seymour currently works as the assistant director of general services for James City County and has had economic development experience with Fredericksburg and Spotsylvania County. Reston-based IT consulting firm Acuity Inc. has appointed Danny Toler as senior vice president, diplomatic portfolio and cyber practice. Toler was acting assistant secretary for the Department of Homeland Security’s Cybersecurity and Communications office, where he led the implementation of the Cybersecurity Act of 2015. ROANOKE/NEW RIVER VALLEY
 Tamea L. Franco  has been reappointed to the A.L. Philpott Manufacturing Extension Partnership board of trustees. She is president and CEO of Global Metal Finishing Inc. in Roanoke.  (News release) 

The Virginia Tech Carilion School of Medicine has created a Dean’s Council on Advancement with 20 volunteer members charged with advancing the school’s stature.  Janet Johnson , dean emerita of the College of Human Development and professor emerita of human nutrition, foods and exercise at Virginia Tech, is serving as the council’s chair. Joseph Moskal, chair of the Department of Orthopaedic Surgery for Carilion Clinic and the Virginia Tech Carilion School of Medicine is serving as vice chair. (The Roanoke Times)  

Radford University has named Ann Marie Klotz to be the university’s vice president for student affairs, effective Jan. 8. Most recently, Klotz served as dean of students at New York Institute of Technology. (News release) 

Iris Mullins has been named associate director of graduate programs for the School of Nursing in Radford University’s Waldron College of Health and Human Services. Mullins has been on the School of Nursing faculty as an associate professor since 2014. (News release) 

Tamara Wallace has been appointed to The Virginia Board of Education. She is associate dean at Radford University College of Education and Human Development.  (News release)

CENTRAL VIRGINIA
Lynne Doughtie, the U.S. chairwoman and CEO of accounting giant KPMG LLP, was named to Fortune magazine’s “Most Powerful Women” list. The Powhatan County resident ranked No. 36 on a list of 51 women. This year’s ranking is made up of 26 CEOs controlling $1.1 trillion in market capitalization. It also includes seven newcomers and nine women in the tech industry.  (Richmond Times-Dispatch) 

David V. Ring has been named executive vice president and commercial banking group executive at Richmond-based Union Bank & Trust. Ring was executive vice president and executive managing director at Huntington National Bank.  ( News release) 

James E. Ryan, a Harvard University dean, has been named the next president of the University of Virginia, effective October 2018. Ryan will succeed Teresa A. Sullivan, who earlier this year announced her plans to retire as president. Since 2013, Ryan has taught at Harvard and served as dean of the university’s Graduate School of Education. He earned his law degree from U.Va. and previously served on its School of Law faculty. (VirginiaBusiness.com)

Zack Smith has been named president and CEO of PartnerMD, a Henrico County-based concierge medical practice with offices throughout the mid-Atlantic from Maryland down to Georgia.  PartnerMD is a subsidiary of Richmond-based Markel Ventures. Smith previously was executive vice president of beverage packaging at WestRock. (News release)
