Arlington-based Engineering Services Network Inc. promoted Douglas R. Lopez to chief operating officer. He will be based in the company’s Chesapeake office. Lopez previously oversaw ESN’s fleet support services.

York County hired former Newport News City Manager Neil Morgan to fill the position left vacant by the death of County Administrator James “Mac” McReynolds last October. Morgan starts as county administrator on June 15. (Daily Press)

Charles E. “Chuck” Rigney, named director of economic development, Norfolk. Rigney worked for the city for 17 years before leaving in November to become Portsmouth’s director of economic development. (VirginiaBusiness.com)

Daniel E. Terrell is stepping down as chief financial officer, Lumber Liquidators, Toano. Gregory A. Whirley Jr. will be interim CFO and serve as senior vice president, finance. Briana Cabiao, Maureen Grover and Brenda Ragland, named assistant vice presidents at Heritage Bank, which has branches in Norfolk, Virginia Beach and Chesapeake. (News release) 

Warren D. Harris II named business analyst, Franklin Johnston Group, Virginia Beach. Warren started with the company in 2014 as an operations intern. He graduated from the University of Virginia with a bachelor’s of art in foreign affairs. (Daily Press)

Stephan J. Lipskis has joined Hook Law Center in Hampton Roads. He earned his law degree from the University of South Carolina School of Law in Columbia, S.C., in 2012. (News release)

David A. Chandler, promoted to regional corporate banking manager at BB&T in Winchester. Chandler previously was a corporate banker. (News release)

James E. Cline, promoted to president and CEO, Trex, Winchester, effective Aug. 17. Cline is Trex’s senior vice president and chief financial officer. He will succeed Ron Kaplan who is retiring as president and CEO but will remain chairman of the board. (VirginiaBusiness.com)

Mary Kathleen Ault Dellinger, named new finance director, Warren County, effective July 1. Dellinger worked as an accounting manager for the town of Leesburg from 2008-2014. She replaces former Finance Director Carolyn Stimmel, who retired at the end of April. (The Northern Virginia Daily)

Ashley Elgin Hardesty, named to the Virginia Agricultural Council. She is a dairy farmer at Harvue Farms in Berryville. (News release)

Thomas Allen Lee Hook, received The National Council of SourceAmerica Employers’ 2014 Management Excellence Award for the Eastern Region. Hook is chief operating officer, Friendship Industries Inc., Harrisonburg. (News release)

SOUTHERN VIRGINIA
Diane Arnold is retiring as director of the Longwood Small Business Development Center in Danville, effective Aug. 31. She will remain with Longwood as a consultant after her retirement. (Danville Register & Bee)

Chris A. Lumsden, renamed to the Institute for Advanced Learning and Research board of trustees. He is president, Sentara Halifax Regional Hospital, South Boston. (News release)

Pittsylvania County Schools Superintendent James McDaniel will retire effective June 30. He has served as superintendent since 2003 and is retiring after 41 years of service in Danville and Pittsylvania County. (Danville Register & Bee)

Leslie Scott Smith, promoted to assistant administrator, Danville Regional Medical Center. Smith most recently served at the medical center as market director for communications for LifePoint Hospitals’ south-central Virginia market. (News release)

SOUTHWEST VIRGINIA
 Robert Archer , Kevin Foust and Donald  Goodman, named members of the Virginia Expert Review Panel, which seeks to improve ABC law enforcement. Archer is president and CEO, Blue Ridge Beverage, Salem. Foust and Goodman are police chiefs at Virginia Tech and Radford, respectively.  (News release)

Montgomery County Public School Superintendent Brenda Blackburn announced she will resign Oct. 1 “to pursue other opportunities and interests.” During her five-year tenure, the division opened five new schools. (The Roanoke Times)

A.J. Dudley will be the next chair of Ferrum College’s Business Advisory Board, a group of business and community leaders who provide input on important issues to the college. Dudley, an attorney from Rocky Mount, will serve a three-year term starting July 1. (News release)

Long-time Virginia Tech broadcaster Bill Roth, the “Voice of the Hokies” for 27 years, is leaving to take a similar position at UCLA. His replacement has not been named. (The Roanoke Times)

Judie Snipes, recently retired from Roanoke-based Carilion Clinic, received the Senior-Level Healthcare Executive recognition by the American College of Healthcare Executives. (The Roanoke Times)

NORTHERN VIRGINIA
 Josko Silobrcic  and Tariq Abu-Jaber have joined Al exandria-based Burgess Group. Silobrcic, previously executive director of Healthbox, is chief strategy and business development officer. Abu-Jaber, formerly vice president of medical informatics for Harvard Pilgrim Health Care, is vice president of client solutions. (News release)   

Samuel Gottesman, managing director and market executive for the mid-Atlantic for U.S. Trust, recently added Virginia to his responsibilities. U.S. Trust has four Virginia offices:  Charlottesville, Norfolk, Richmond and McLean. (News release)

Anil Hinduja, named executive vice president and chief enterprise risk officer, Freddie Mac, McLean. He was a chief risk officer for Barclays Africa Group Limited. (News release)    

Rick Hurley plans to retire as president of the University of Mary Washington on June 30, 2016. He has led the Fredericksburg-based university since 2010. (The Free Lance-Star)

 Sherrie Brach , named president and CEO of The Community Foundation Serving Richmond & Central Virginia, effective July 20. She will succeed Darcy Oman, who is retiring after 30 years with the foundation. Brach was executive vice president of investor relations for United Way International.  Oman will continue as president emeritus through the end of the year, working on special projects.  Eva Teig Hardy , renamed to the Virginia Commonwealth University Health System Authority board of directors. She is the former executive vice president of public policy and corporate communications at Dominion Resources in Richmond and a former secretary of health and human resources. (News release)

Marilyn B. Tavenner, named to the board of director of Brentwood, Tenn.-based LifePoint Hospitals Inc., which has six Virginia hospitals. She is a former administrator of the federal Centers for Medicare and Medicaid Services.
