Fairfax-based management consulting firm employs more than 7,000 people.

Fairfax-based management consulting firm ICF International Inc. promoted two employees to executive leadership roles, the company announced Friday. James Morgan will become chief of business operations and Bettina Welsh will become chief financial officer, effective Feb. 29.

Morgan previously served as CFO at ICF and his role as chief of business operations is new to the company. He will oversee ICF’s acquisition integration office and project management office as well as mergers and acquisitions, contracts, procurement, administration and corporate information technology. He previously was executive vice president and CFO at IT company Serco Inc. and worked with Science Applications International Corp. (SAIC) for 18 years, where he was a senior vice president and senior finance officer.

Welsh joined ICF in September 2019 and most recently served as CFO at LMI, a government consultancy. Before being promoted to CFO, Welsh was a senior finance officer at ICF.

She has also worked for SAIC and Leidos, where she was a senior vice president and chief audit officer. Before that, Welsh worked for 13 years at PricewaterhouseCoopers in its government services office.

Founded in 1969, ICF has more than 7,000 employees, including business analysts, policy specialists, digital strategists, data scientists and creatives.
