It was a long journey from his childhood on a tobacco farm in Lunenburg County to October 2020, when he became the first Black executive to head a Dominion Energy unit. Baine credits his family for the support and sacrifices they made to get him there.

“I can recall times where [my mother] left the tobacco field where all of us were working and then worked an evening shift in a factory to provide additional resources,” Baine recalled in a LinkedIn post. He was in high school when he decided to become an electrical engineer. He went on to Virginia Tech, which offered him a full scholarship and a computer.

Baine began his career at Dominion in 1995. As head of Virginia operations, Baine is responsible for providing power to 2.7 million customers in Virginia and northeastern North Carolina.

He also serves as chair-elect of the Dominion Energy Credit Union and ChamberRVA and as vice rector for the Virginia Tech Board of Visitors.

Baine is devoted to family and community service, coaching and mentoring youth. He lives his life, he says, by the Bible verse Luke 12:48: “To whom much is given, much is expected.”
