RICHMOND Virginia is close to lowering the standards for presidential candidates to qualify for primary election ballots. The Virginia Senate Friday approved HB 1346 that would cut in half the number of signatures candidates must collect statewide, and within each of the 11 congressional districts, necessary for ballot access.
