RICHMOND Democrats delivered an ominous sign about the prospects of passing a Senate budget this week when the party’s five senators on the Finance Committee voted against the bill Sunday. Their stated beef was the Medicaid expansion amendment in SB 800 that Democrats saw as foot-dragging rather than forward-looking to move Virginia toward implementing a key component of Obamacare.

RICHMOND Bills to reduce the number of menhaden fish that may be caught each year are progressing in the House of Delegates. The Senate Committee on Agriculture, Conservation and Natural Resources this afternoon unanimously approved HB2254, which would reduce the annual menhaden catch by 20 percent and gives the Virginia Marine Resources Commission some authority to manage the oily bait fish.

RICHMOND Both chambers of the General Assembly have approved legislation to toughen penalties for texting while driving. Texting while driving is already punishable by a $20 fine, but it's a secondary offense. That means police can only write a ticket if they stop the motorist for another violation.
