Texting ban bill heads to Gov. McDonnell for review

RICHMOND Legislation to more severely fine motorists who text or email while driving is heading to the desk of Gov. Bob McDonnell, who has expressed misgivings about augmenting existing law. The Virginia Senate Tuesday approved HB 1907 sent over by the House of Delegates to boost penalties for texting and driving and permits police to pull over a driver just for violating the texting statute.

CHESAPEAKE Chesapeake officials say legislation that has cleared both chambers of the General Assembly could hurt efforts to maintain their schools. The bill, introduced by Del. Danny Marshall, R-Danville, would prevent cash proffers from being used to pay for capital improvements to an existing facility or for operating expenses such as maintenance or repair.

Key vote on photo ID bill looms in Virginia legislature

RICHMOND On an overcast Tuesday, voting rights advocates gathered for an afternoon State Capitol rally to protest policy proposals they view as voter suppression efforts. Hours earlier, the General Assembly had already rained on them by approving bills applying new rules to broad voter registration efforts and limiting the forms of identification voters can bring to the polls.

Last bicycle tailgating bill dies in Virginia House

RICHMOND Bicyclists can’t catch a break from the 2013 General Assembly. The last bike-friendly piece of legislation of the session breathed its last Monday. Sen. Bryce Reeves’ bill (SB1060), which would have made it illegal to tailgate a bicycle, was defeated in the House of Delegates, 55-42.
