Since joining London-based Balfour Beatty in 1987, Phillips has overseen construction of more than 45 projects totaling more than $5 billion, including the striking National Museum of the Marine Corps near Quantico and the $1.4 billion National Geospatial-Intelligence Agency Campus East Headquarters at Fort Belvoir.
In April, the U.S. Army Corps of Engineers awarded a $697.8 million design-build contract to Balfour Beatty for a building at Fort Meade in Maryland that will include construction of a secretive multistory, 858,000-square-foot facility, plus a 1.2-million-square-foot parking garage, housing sensitive assets for the National Security Agency and U.S. Cyber Command.
Phillips is a member of the Associated General Contractors of Virginia Inc., the Society of American Military Engineers and the American Society of Civil Engineers. He holds a bachelor’s degree in civil engineering from Penn State.
