A major success for Hart this year was the announcement of the Springline at District 60 mixed-use development project in Chesterfield County. Long in the making, it features apartments, office, entertainment and retail areas. Demolition of the old Spring Rock Green shopping center began in March, making way for a $210 million, 42-acre first phase that aims to bring more jobs and businesses to the Midlothian-Chippenham corridor. Engineering and technology firm Timmons Group will be the first anchor tenant. In May, the firm announced it would build a 150,000-square-foot office building at the site, which will house 400 Timmons Group employees along with workers from Chesterfield County Public Schools and the county Department of Economic Development.
With more than 40 years in economic development, Hart has been instrumental in some big deals, including last year’s announcement that Lego Group will build a $1 billion manufacturing facility in the county. A graduate of Virginia Tech, he has served as an instructor for the Virginia Industrial Development Authorities Institute and the Virginia Institute for Economic Development.
