You are well known as a bid protest attorney. How did that part of your practice evolve? I was on U.Va.’s National Moot Court team and wanted to do litigation. After my federal clerkship, the firm I agreed to join told me the firm’s Government Contracts Group needed litigation support. As it turns out, a good part of a government contracts practice involves litigation — primarily bid protests.
What are your responsibilities as general counsel of the Small Emerging Contractor Advisory Forum? I am on the board of directors and, in that capacity, I ensure the organization follows standard rules of governance, review any contracts/partnership agreements the organization may execute and respond to general inquiries regarding the organization’s operations. I also chair the Legislative & Regulatory Committee and monitor and advise our membership on new laws or regulations impacting small business government contractors.
