Louisa M. Strayhorn is CEO of Virginia Beach-based LSA Consulting USA LLC. She specializes in business development and strategic communications.

The following commissioners also were appointed to the VPA board: Alan A. Diamonstein, senior partner at Patten, Wornom, Hatten & Diamonstein LC in Newport News and a former member of the Virginia House of Delegates; Val S. McWhorter, attorney and founding member at Tysons-based Smith, Pachter, McWhorter, and John G. Milliken, a former Virginia secretary of transportation.
