During former Gov. Glenn Youngkin’s term, Lucas was the face of Virginia Democrats’ “blue brick wall” strategy to block Republican priorities in Richmond. Now she’s part of a Democratic power structure with full state control under Gov. Abigail Spanberger. This year, Lucas has been an active cheerleader for a redistricting amendment that could create 10 Democrat-friendly congressional seats out of the state’s 11 districts, a response to Republicans’ redrawing of districts in Texas and North Carolina.
She was instrumental in blocking Youngkin’s $2 billion arena plan for Alexandria in 2024 and other proposals, including private school vouchers and a Virginia Gaming Commission amendment.
In 2025, Lucas was one of nine Senate Democrats who successfully sued to prevent three universities from seating eight rejected Youngkin appointees to their boards.
The first female shipfitter at the Norfolk Naval Shipyard and a businesswoman whose ventures include a cannabis store, Lucas came to the Senate from Portsmouth City Council in 1992.
