2026 Virginia Black Business Leaders Awards: BRENDA IRENE HICKS

DEPUTY DIRECTOR OF COUNSELING AND EDUCATION | HOUSING OPPORTUNITIES MADE EQUAL OF VIRGINIA RICHMOND

Beth JoJack //February 1, 2026//

For more than two decades, Hicks has worked at Housing Opportunities Made Equal of Virginia, a nonprofit founded in 1971 to fight discrimination in housing access. She has extensive experience in managing compliance with government programs. As deputy director, Hicks’ responsibilities include contract management, administrative oversight and compliance. She has a master’s degree in public administration from Virginia Commonwealth University.

MOST MEANINGFUL JOB: My current position has been the most meaningful in my career because I work for an organization whose mission is to ensure equal access to housing for all. We view housing as a human right and are committed to leveling the playing field for individuals and families who have historically been marginalized and underserved. Through fair housing enforcement, policy advocacy and comprehensive housing counseling and education, we help provide access to safe, decent and stable housing — whether through homeownership or rental opportunities.

WHY I CHOSE MY PROFESSION: After 20 years in the health care industry and completing my master’s in public administration, I was seeking a purposeful and impactful career change. A wild-card application led me to Housing Opportunities Made Equal of Virginia. More than 20 years later, I am still there — with no regrets.

HOW I GIVE BACK: I serve on the boards of Health Brigade, Virginia’s oldest free and charitable clinic, and the Richard Bland College Foundation. I serve as a Level 1 volunteer for the Chesterfield County Police Department, participating as a citizen in the hiring process of new officers. I am active in my church, serving as a diaconate leader and member of the food pantry ministry.

HOBBIES: I really enjoy line dancing.
